* The highest warning level for any one pollutant determines the overall warning level for a country, so if PM10 is ranked very high and CO2 is ranked very low, the overall warning is HIGH due to PM10's ranking.
* Different countries rate different pollutants as a different threat. For example the USA listings on PM10 pollution allow for a considerably higher amount than the Australia or World Health Organization.
* The W.H.O. standards are very strict and Hong Kong is basically in violation the majority of the time.
* Some of the measurements are based on 24 hour standards and are designed more for tracking historical trends than alerting the public to present or future problems. For example PM10 will increase during the day to levels, if they were maintained 24 hours straight, would be quite high, but as that measurement utilizes a 24 hour average the pollution indexes are adjusted accordingly.
